I have these really cool frames that need touching up. Where on the internet or in Chicago I can get them restored?

I doubt that you can. There is a huge markup on lens and frames. That is how many companies will give you another pair if you don't like the first. They would have to charge you the same for a refurbishing as a new pair.

I wear glasses and I think it would be cool if I could design and make my own frames. I would like to know wear you can purchase the material to make the frames etc.

Its a far more complex item than it looks like. Even the plastics must be able to be heated and still retain its shape after adjustment.
It needs a metal armature and hinges inset and a groove for the lens to fit.
Even if you could make the frames, you would need to make a pattern for the lenses to be cut and then set into the frame.
Then the lenses would be cut, and beveled so they fit into the frame and still have the center of the lenses directly over the pupil of the eye.
Its not a job for arts and crafts people.
What you could try though, is finding a frame you could decorate with maybe something made of polymer.
Just remember that it must be heatproof so the frame can be adjusted.

i'm pretty sure i've got an oval face shape, with chubby cheeks =] blackish-brownish hair [mostly black], asian, medium brown eyes i'm tannish, & i think i have a pink undertone. am i cool colored or warm colored ? what frames should i get? i'm thinking angular, thick frames, and bold, contrasting color(s) but idk if that would fit my face shape/skin, eye, hair, etc. color.

if you've got any suggestions, advice, etc.

Well, in principle any frame will suit you despite your chubby cheeks. To be safe, you can select a frame that follows the shape of your eye brows. In addition, rimless, oval or cat eye frames will suit you very good. If you are tannish and have black hair, a golden or silver colored frame will probably suit you best. In addition, a frame in a bright color would also look good on you.

If you have a big nose, select a pair of glasses with a low nose bridge. In case your nose is small, select a pair with a high nose bridge (at the level of the top bar). If your nose is normal, the nose bridge doesn't matter.

If your eyes a rather close apart, you can best select a frame with a small, wired nose bridge. In that case your eyes will look further apart. When you're eyes are rather far apart, you should select a frame with an outstanding nose bridge (think, preferably colored). That way your eyes will look closer together.
