I have these really cool frames that need touching up. Where on the internet or in Chicago I can get them restored?

I doubt that you can. There is a huge markup on lens and frames. That is how many companies will give you another pair if you don't like the first. They would have to charge you the same for a refurbishing as a new pair.

well, first of all, I think it is most important that you buy a frame that really suits your face.
If you have an oval face, almost any frame will suit you. If you have a round face, go with an rectangular, oval or square frame shape. If you have a heart-shaped face, go with a wrap around or wired frame (and not a wide frame, in that case you might want to prevent any additional width at the upper side of your face).

Since you're Asian I expect that you have black hair and a tan skin. In that case, silver or black colored frames will look good on you, although you could also try very bright colored frames if you want to stand out in a crowd. If you don't have a tan skin, you should select a light (weighted) frame (e.g. a wired frame) in a warm color. So try to prevent black, blue, green or white in that case. Overall, just be careful with big (weighted frames) in very dark or very light colors.

I wear glasses and I think it would be cool if I could design and make my own frames. I would like to know wear you can purchase the material to make the frames etc.

Its a far more complex item than it looks like. Even the plastics must be able to be heated and still retain its shape after adjustment.
It needs a metal armature and hinges inset and a groove for the lens to fit.
Even if you could make the frames, you would need to make a pattern for the lenses to be cut and then set into the frame.
Then the lenses would be cut, and beveled so they fit into the frame and still have the center of the lenses directly over the pupil of the eye.
Its not a job for arts and crafts people.
What you could try though, is finding a frame you could decorate with maybe something made of polymer.
Just remember that it must be heatproof so the frame can be adjusted.
